As an aside, I first learned about Graham v. Connor from our retired police chief, who did an excellent job of educating the community.
There is no question that this is predominant in what were the "defund" cities, and the reforms were used to neuter the agencies further. I am doing this research now and will know more in a few weeks, but we must all be disappointed that when these reforms lead to higher crime, increased force, and more officers injured, we don't have unions or organizations standing up and discussing this. As we stay silent, the same cowards that pushed the original reforms will use that data, not to pull back a bad idea, but double down on stupid because "more must be done."
Justice always needs a hero! Few are willing to make the sacrifice to tell the truth. Those rare few possess the virtue and conviction of the Stoics.
