At the higher end of seniority, you have given them no reason to stay and at the younger end, they will have disincentivized anyone who isn't vested yet. Phoenix needs a media hero to let the citizens know what they are facing at the hands of their elected leaders.
I served for over 20 years with the Phoenix PD. The PPD is a great organization, not because of the top brass or city council members, but because of the dedicated and hard working rank and file. The PPD does not need federal DOJ oversight.
